Dr. Victor R. McCrary is the Business Area Executive of the Science and Technology Business Area’s (S&T BA) in the Milton S. Eisenhower Research Center (MERC) JHUAPL. He is responsible for the management and technology planning of the Business Area's strategic investments and for engaging APL’s Business Areas to understand their long-term technology needs and subsequently developing specific plans to execute and transition research and development outputs back to the appropriate Business Areas.
Prior to joining APL, Dr. McCrary was the Chief of the Convergent Information Systems Division at the National Institute of Standards & Technology (NIST) where he lead research and development efforts in the areas of biometrics, quantum communications, and digital storage and standards development related to these R&D activities.
In 2000 he received the Department of Commerce’s Gold Medal from the Secretary of Commerce for the facilitation of global standards for electronic books. Dr. McCrary has a doctoral degree in from Howard University in physical chemistry, where he was an Allied Chemical Fellow. He was also a Member of Technical Staff at AT&T Bell Laboratories in Murray Hill , New Jersey. He received an Executive Masters of Science & Engineering from the University of Pennsylvania, where he was a Moore Fellow. Dr. McCrary is a member of the Institute of Electrical and Electronics Engineers, the National Organization for the Professional Advancement of Black Chemists and Chemical Engineers, the American Chemical Society and Sigma Xi. He has authored or co-authored over 60 publications, edited two conference books , and he serves on multiple national, local and university advisory boards.
